About UTIOM

UTIOM stands for the Unified Threat-Informed Operations Model. It is a lifecycle framework for cybersecurity and security operations centers (SOCs), connecting business strategy, threat-informed detection engineering, and incident response into a single, measurable system focused on real-world adversary behavior.

Why UTIOM exists

Security operations have reached a defining moment. SOCs overflow with alerts and dashboards, yet the people behind them struggle to answer a single question: what is our purpose?

UTIOM emerged from fifteen years of building and transforming SOCs for banks, FinTechs and hybrid enterprises. It recognises that the gap between strategy and execution is the true vulnerability of modern defence. Technology scales quickly; understanding rarely does. UTIOM bridges leadership vision, engineering discipline and adversary awareness into one coherent, measurable system.

About the author

UTIOM was created by Reza Adineh, a Germany-based cybersecurity architect with over fifteen years of experience designing and leading security operations centres across banking, cloud and hybrid environments.

After years of building and operating SOCs, he concluded that true resilience does not come from technology alone. It comes from unifying strategy, engineering and continuous learning. From that observation, UTIOM was born.

He is also the creator of the STRATA framework, a refinement of People, Process and Technology into Strategy, Talent, Resilience, Automation, Telemetry and Adaptability; TID-CMM, the Threat-Informed Detection Capability Maturity Model; and the Realistic SIEM Maturity Model.

Timeline

UTIOM is organised as three operating pillars — Leadership & Governance, Engineering & Enablement, Operations & Analysis — with Leadership & Governance as the management and control plane, setting vision, strategy, crown jewel priorities, decision authority, investment and governance, and taking operational evidence back through the feedback loop. Seven lifecycle phases run from Vision to Continuous Improvement. Talent, Validation and Threat Hunting are cross-cutting enablers, not lifecycle phases. STRATA is the organisational enabling lens, and the three v1.4 assessment tiers add a system-integrity view without replacing any of it.

UTIOM is an open, living framework published under Creative Commons Attribution-ShareAlike 4.0. UTIOM itself is an open framework, not a commercial vendor product. It teaches organisations to manage security operations as a living product. Nothing is for sale. You may share and adapt it, including commercially, with attribution and under the same licence.
