The seven canonical phases, in order. Each score comes from the capability domain that implements that phase — nothing is merged or renamed.
Three domains in the assessment are not lifecycle phases. They cut across the model instead, and folding them into a phase would misrepresent both. They are shown here with their real dependencies.

Which STRATA dimensions each capability domain draws on. Influence is banded as primary, secondary or supporting: the underlying weights are heuristic and derived from indicator evidence, not measured contribution.
The official ordinal result, derived from the three assessment tiers. A tier cannot be governed above the tier it rests on, so a strong area cannot conceal a hollow foundation. The Diagnostic Capability Index above is continuous and is not a maturity level. The tiers do not replace UTIOM’s three pillars, seven lifecycle phases or three cross-cutting enablers; they add a system-integrity view of assessment results.
Validation stays an ordinary UTIOM domain. It can also be read as a rail across the operating chain: a claim is only as good as the weakest link beneath it.
A future Assurance module will prove this chain end to end with evidence. It is not part of v1.4 and nothing here claims to measure it.
Timing lives outside the lifecycle. These come from the metrics calculator, unchanged.
Read as: UTIOM weakness → likely STRATA cause → operational consequence → next action.
UTIOM is the operating model. When a phase needs more depth than ten domains can give, the ecosystem takes over.
