Every design decision in UTIOM carries a matching activity that proves it. Drawn as a V, the left arm descends through design and intent, the base is detection engineering, and the right arm ascends through validation and operation.

Strip away the right arm and the left arm is unverified assumption. This pairing is what separates a documented framework from a demonstrated capability, and it provides operational evidence supporting the NIS2 Article 21(2)(f) effectiveness-assessment requirement.
